In September of 1991 Itzhak Shamir at the time Israel's Prime
Minister, charged in an address to the Fifth International Congress
on Drugs Abuse, that Syria was participating in the production and
distribution of drugs and that direct involvment of top Syrian
leaders, including president of Syria Hafez Al Assad has escalated
the trade in hard drugs in Lebanon and made it one of the world's
coccaine capitals.
It cited a "police source" who describe drug barons in Syrian
military uniforms, initially acting as tax collectors
