Counterterrorism Office
The Acting Coordinator for Counterterrorism,
William P.
Pope, heads the office and coordinates all
U.S. Government efforts to improve counterterrorism cooperation with
foreign governments and participates in the development,
coordination, and implementation of American counterterrorism policy.
U.S. Counterterrorism Policy First,
make no concessions to terrorists and strike no
deals; Second, bring terrorists to justice for their
crimes; Third, isolate and apply pressure on states that
sponsor terrorism to force them to change their behavior;
and Fourth, bolster the counterterrorism capabilities of
those countries that work with the U.S. and require assistance.
International Terrorism: American
Hostages The U.S. Government will make no concessions to
individuals or groups holding official or private U.S. citizens
hostage. The United States will use every appropriate resource to
gain the safe return of American citizens who are held hostage. At
the same time, it is U.S. Government policy to deny hostage
takers the benefits of ransom, prisoner releases, policy changes, or
other acts of concession.

CVM and Counterterrorism 
The Center for Veterinary Medicine (CVM) is working with other
federal agencies to help the country prepare for a biological
emergency, natural disaster or terrorist attack by making sure there
is a safe and adequate supply of animal drug products and a safe
animal feed supply system. This page contains information on CVM’s
role in counter-terrorism.

FBI
Counterterrorism

Today, the FBI is part of a vast national and
international campaign dedicated to defeating terrorism. Working
hand-in-hand with partners in law enforcement, intelligence, the
military, and diplomatic circles, our job is to neutralize
terrorist cells and operatives here in the U.S. and to help
dismantle terrorist networks worldwide.
The FBI is uniquely situated to achieve this counter-terrorism
mission. We have both domestic intelligence and law enforcement
capabilities. This gives the FBI a full range of options when we
pursue investigations, enabling us not only to detect terrorist
threats through surveillance, source development, and careful
analysis, but to act against those threats through arrest and
incarceration. At the same time, the FBI can mobilize quickly and
comprehensively to prevent attacks -- thanks to a worldwide
network of dedicated Special Agents and their long-standing
relationship with federal, state, local, and international
partners. The FBI also has nearly a century of experience of
working within the boundaries of the Constitution, protecting
civil liberties.
The FBI, in conjunction with its law enforcement and
intelligence community partners, is making a difference. Since
September 11, 2001, more than 3,000 Al-Qa'ida leaders and foot
soldiers have been taken into custody around the globe; nearly 200
suspected terrorist associates have been charged with crimes in
the U.S.; and as many as a hundred terrorist attacks or plots have
been broken up worldwide. The FBI is committed to preventing acts
of terror and to protecting the security of the American people.

National Disaster Medical System 
The National Disaster Medical System (NDMS) is a section within
the U.S. Department of Homeland Security, Federal Emergency
Management Agency, Response Division, Operations Branch, and has the
responsibility for managing and coordinating the Federal medical
response to major emergencies and Federally declared disasters
including:
- Natural Disasters
- Technological Disasters
- Major Transportation Accidents
- Acts of Terrorism including Weapons of Mass Destruction Events
Working in partnership with the Departments of Health and Human
Services (HHS), Defense (DoD), and Veterans Affairs (VA), the NDMS
Section serves as the lead Federal agency for medical response under
the National Response Plan.
Our Vision
NDMS is a nation-wide partnership embracing communities with
world-class medical and emotional care in the wake of a natural or
manmade disaster.
Our Mission
It is the mission of the National Disaster Medical System to
design, develop, and maintain a national capability to deliver
quality medical care to the victims of - and responders to - a
domestic disaster. NDMS provides state of the art medical care under
any conditions at a disaster site, in transit from the impacted
area, and into participating definitive care
facilities.

National Memorial Institute for
the Prevention of Terrorism 
The National Memorial
Institute for the Prevention of Terrorism located in
Oklahoma City is dedicated to preventing terrorism or mitigating its
effects.
Originally incorporated, on September 23, 1999, as a non-profit
corporation in Oklahoma and recognized as such by the Internal
Revenue Service, MIPT grew out of the desire of the survivors and
families of the Murrah Federal Building bombing of April 19, 1995 to
have a living memorial. We intend to honor that desire by
doing what we can to try to prevent other cities from living through
what Oklahoma City had to live through. MIPT held its first major
conference on terrorism on April 19, 2000.
We feel we have a special obligation to first responders - police
officers, firefighters, emergency medical technicians and all of the
others who are first on the scene in the aftermath of terrorist
activity. We sponsor research to discover equipment, training and
procedures that might assist them in preventing terrorism and
responding to it.
While we have a special obligation to first responders, we are
prepared to engage in any activities that will help us fulfill our
mandate. We are currently funded by a special Congressional
appropriation that directs us to conduct
- "research into the social and political causes and effects
of terrorism and the development of technologies to counter
biological, nuclear and chemical weapons of mass destruction as
well as cyberterrorism..."
